Former rapist guard from Dublin only get 63 months

Just over five years for maliciously raping two female inmates. Are they even going to let the women go free after this terrible abuse? I think this is judicial misconduct to only give him 63 months for the continued rape of two women. If a normal person rapes a woman, even one time he's going to get 10 or 20 years why does a former correctional officer who has sworn to protect those under his care received just under five years for continued rape and abuse? Something is majorly wrong with the federal courts and the dual justice tiers.
